INDIVIDUALS WITH DISABILITIES EDUCATION ACT (IDEA)
Requires public schools to provide an appropriate free public education in the least restrictive environment appropriate to all eligible children with disabilities. Requires public school systems to develop Individualized Education Programs (IEPs) for each child that outline specific special education and related services for each student. Mandates particular procedures to be followed in developing the IEP and that parents can take if they disagree with the proposed IEP.
Children who are younger than five years old and who, because of their physical, mental and emotional disability, require special education may be eligible for special education services. They must generally satisfy the same requirements as those used for older children.
CALIFORNIA EARLY INTERVENTION SERVICES ACT
California provides for services for children two years and younger to enhance development and minimize the potential for developmental delays by providing early intervention services for infants and toddlers who have disabilities or who are at risk of becoming disabled.
